An elderly homeowner in Federalsburg, living on a fixed income, was being priced out by her Delmarva Power bill. Delmarva's residential rate has more than doubled since 2020 — from 12.60¢ to 25.70¢ per kWh, a 103.97% increase — and a fixed income doesn't stretch to cover that.
